Biskupi Biskupske konferencije Bosne i Hercegovine, okupljeni na 57. redovnom zasjedanju BK BiH u Mostaru, uputili su, 21. ožujka, članovima biskupijskih zajednica, te cjelokupnoj domaćoj javnosti i međunarodnoj zajednici Apel koji prenosimo u cijelosti:

APPEAL BY THE BOSNIA AND HERZEGOVINA
BISHOPS' CONFERENCE

1. Aware of the troubles they have experienced and of all the difficulties they still encounter, we express our respect and admiration to all members of the Catholic Church, but also to many others in Bosnia and Herzegovina who have lived through and are still experiencing similar problems and adversity because they have not abandoned their love for their homeland, Bosnia and Herzegovina, and their willingness to live together here. As your shepherds, we want to assure all lay Catholics, as well as priests and religious men and women that we will continue to support you to the full extent of our competence and ability. We also want to help families and individuals with whom we share this part of the earth where, by God's providence, we live together.

2. The recent donor conference, and most of the efforts of a majority of domestic and international representatives of the Dayton process till today, has been undertaken with the aim of cementing the injustice achieved by war conquest and the expulsion of “others”, who are deemed to be different, and by creating ethnically "clean territories". This conference with its donations and its way of allocating funds equates those who have settled in other people’s property with those who have been expelled from their homes. Despite this and because of it, our wish is to awaken and encourage all the positive forces, in Bosnia and Herzegovina and abroad, so that the largest part of donated funds is invested primarily for those who have already expressed their willingness to return to the property from which they were expelled, so that they can at last begin, especially when we talk of Catholics, the authentic process of returning to their homes. It is high time that the most responsible political figures in this country, domestic and international, fulfill their promises by facilitating the sustainable return of families and individuals on the basis of equality, security, employment and a decent life.

3. In the spirit of the teaching of the Catholic Church we know that the goal of the Church is not in this world, yet in the spirit of Vatican II the Church teaches that all her members wish for and must contribute to a more humane world. Wherever they live, Christians should carry out their duties and serve their fellow humans generously and effectively. The fundamental reason that we as members of the Church should cooperate with all people is the fact that Christ died and rose for all human beings. Barriers to the truly humane development of society in our country lie primarily in the currently imposed and unjust social structures, and this is why they prevail in the hearts of inhabitants, including Catholics.

4. Since every human being is a social being, the good of each individual and his or her community depends on everyone. The community must ensure that every one of its members has access to all basic human rights and freedoms, the right to cherish his or her identity, to live in his or her place of origin, to enjoy his or her property, to have employment and a fair salary, to have sufficient food and clothing, to have the possibility of education, to raise a family, to exercise freedom of religion and conscience, to be protected from slander, and so on. However, the effectiveness of any community depends on individuals who are constructive and engaged. This is why we urge everyone to contribute to the healing and well-being of society in Bosnia and Herzegovina to the best of their ability.

5. We see in these post-war years that hundreds of thousands of our fellow citizens, including those from our own ethnic community, do not, unfortunately, enjoy many of these fundamental human rights and freedoms, because the current internal structure of the country and its leadership make this impossible. Therefore, fundamental changes in the attitudes of many individuals in our country are necessary as well as basic changes in our society, but not the kind of changes the International Community has promoted in recent months: we are afraid of such changes.

6. With sadness we must point out that the war in our country is not yet completely over: it continues by different means. As believers, we have been and we are still aware that we must strive for a just and lasting peace. But real peace is more than an absence of armed conflict or the simple command of the more powerful side. Peace demands truth, respect, justice, forgiveness, reconciliation, solidarity and love. Whoever violates and denies the rights of individuals and peoples commits a crime. Those who oppose orders that are criminal deserve the highest recognition and support.

7. We recall the tragic fact of the huge and devastating injustice inflicted during the war and in all the years since the war on Catholics – who are predominantly ethnic Croats – along with many other fellow citizens, members of other ethnic communities, national minorities and religious communities in our country.
Confronting the wind of destruction and crime, almost half of the Catholic population had to leave their homes and parishes and their centuries-old patrimony. During all these years, certain political and social structures have prevented them from returning home, placing obstacles to safe return, which they are still doing today, and making return impossible. And in many cases this policy is being conducted, mostly though economic means, in such a way that those Catholics who have managed to remain in the country are now forced to leave.
It is hard to avoid the impression that the intention of some powerful political figures is to eradicate Catholics from large areas of their home country, especially the northern, northwestern and central parts of Bosnia and Herzegovina. On the other hand, it is a fact that priests, supported by people of goodwill, have stayed by these displaced people, sharing with them their difficult living conditions and exhorting them not to give up their faith in God and in their own efforts to correct the injustices that have been inflicted on them. We want to acknowledge the work of these priests and express our sincere gratitude to those who have helped them.

8. At the beginning of this year, after repeated interventions by the Catholic bishops and by representatives of the Holy See, there were finally signs that some of the state and political structures, including influential international agencies, would renew their willingness in principle to facilitate through legal and financial means the sustainable return of displaced Catholic citizens to their towns and parishes. We welcome this willingness on the part of domestic institutions and international organizations. We expect them to create an effective strategy for rebuilding houses, farms and infrastructure to facilitate the sustainable return of all those who wish to return, including Catholics, and to implement this strategy in a realistic way. In particular, this concerns a large number of municipalities in central Bosnia, and especially municipalities in north and northwest Bosnia, from which as many as 95% of local Catholics have been expelled. Because return has been prevented, today barely 5% of the pre-war Catholic population live there.
On behalf of Catholic Croat refugees, we appeal to the political representatives of Croat people in Bosnia and Herzegovina and to the Government of Croatia to launch a decisive and effective effort to correct this great injustice. We also appeal to international representatives and to representatives of all the domestic authorities at all levels, to ensure a spirit of fairness and equality for all Catholics who have remained in this country and are seeking a livelihood so that they can go on living in their homeland supporting themselves through their own labors.
We urge all of you, the members of our diocesan communities to practice mutual solidarity, to renew your faith in God’s providence, to pray gratefully to God through the intercession of the Blessed Mother Mary and of our heavenly Patrons. True Christians will not despair or run away from life's challenges and difficulties; rather, they will be filled with Christian hope for their own lives and for the lives of the people around them and they will remain open to Christian charity toward all. If anywhere, it is precisely in our country that Christians have a wonderful opportunity to show their true face as Christ's disciples. We pray to God for all of you and we urge you to be and to remain authentic believers and followers of the crucified and risen Christ!

 APPELLO DELLA CONFERENZA EPISCOPALE
 DI BOSNIA ED ERZEGOVINA

Dalla nostra 57º seduta regolare plenaria, nell’Anno della Fede e nella celebrazione del 50° anniversario del Concilio Vaticano II, riteniamo necessario rivolgerci con un appello speciale ai membri delle nostre comunità diocesane ed all’intero pubblico nostrale ed alla comunità internazionale.

1. Consapevoli tramite quali tribolazioni sono passati e con quale difficoltà si incontrano, ai membri della Chiesa Cattolica, ma anche ai molti altri in Bosnia ed Erzegovina, che hanno vissuto e stanno vivendo le simili difficoltà e le sfortune, esprimiamo il nostro rispetto ed ammirazione perché non hanno perso l’amore per la loro patria, la Bosnia ed Erzegovina né la prontezza di vivere insieme in essa. Vogliamo assicurare a voi cattolici, come vostri pastori, insieme ai sacerdoti, i religiosi e le religiose, che continueremo a sostenervi nell’ambito delle nostre competenze e le capacità. Vogliamo anche aiutare gli altri, con cui condividiamo questa parte del globo, dove secondo la provvidenza di Dio viviamo insieme.

2. La recente Conferenza dei donatori, come anche quasi tutti gli sforzi della maggior parte dei rappresentanti locali ed internazionali dei centri di potere, dall'Accordo di Dayton ad oggi, è stata avviata con lo scopo di cementare l’ingiustizia raggiunta con la occupazione durante la guerra e con la persecuzione degli altri e dei diversi e di fortificare i territori etnicamente “più puliti” possibile. Vale a dire, questa conferenza con le sue donazioni e con il modo di assegnare i fondi, pareggia quelli che si sono insediati nella terra d’altrui a coloro che sono stati espulsi dal proprio territorio. Nonostante questo, e proprio per questo, vogliamo risvegliare ed incoraggiare tutte le forze positive, che ci sono in Bosnia ed Erzegovina ma anche fuori d’essa, in modo che la maggior parte dei fondi donati venga destinata prima di tutto a coloro che hanno già espresso la loro prontezza di tornare da dove sono stati espulsi perché si possa, in particolare quando si tratta dei cattolici, finalmente incominciare il vero processo di ritorno nelle loro case. É giunto l’ultimo momento che le persone più responsabili nella politica in questo Paese, sia nazionali che internazionali, passino dalle parole ai fatti e permettano a tutti gli interessati un rimpatrio sostenibile, che comprenda l'uguaglianza, la sicurezza, posti di lavoro e una vita decente.

3. Nello spirito dell’insegnamento cattolico, noi sappiamo che l’obiettivo della Chiesa, infatti, non è questo mondo, ma la Chiesa, nello spirito del Concilio, insegna che tutti i suoi membri vogliono e devono contribuire ad un mondo più umano. Lì dove vivono, i cristiani devono svolgere i loro doveri, e così servire alla gente odierna con la generosità e nel modo più efficace e possibile. La ragione fondamentale per cui noi, come membri della Chiesa, dobbiamo cooperare con tutti gli uomini, è il fatto che Cristo è morto e risorto per tutti gli uomini. Quindi, gli ostacoli allo sviluppo di una società veramente umana nel nostro Paese, si trovano soprattutto nelle attuali strutture sociali, imposte ed ingiuste, e per questo presenti nei cuori dei suoi abitanti, come anche nei cuori di noi cattolici locali.

4. Giacché ogni uomo è un essere sociale, il bene di un individuo e della comunità dipendono uno dall’altro. La comunità ha il dovere di preoccuparsi che ogni suo membro abbia accesso ai diritti umani fondamentali e alle libertà fondamentali, il diritto alla propria identità, alla terra natale, alla proprietà, all'occupazione, a salari equi, al cibo e al vestiario, all'istruzione, alla possibilità di formare una famiglia, alla libertà di religione e di coscienza, alla protezione del godere della propria fama ecc. Tuttavia, l’efficacia d’ogni comunità dipende dai singoli individui costruttivi e impegnati. Per questo, sollecitiamo ognuno, nell'ambito delle sue competenze e capacità, a contribuire alla guarigione e al miglioramento della società in Bosnia ed Erzegovina.

5. Siamo testimoni durante tutti gli anni dopo guerra che centinaia di migliaia di nostri connazionali e concittadini non hanno, purtroppo, molti dei diritti umani e le libertà indiscusse, perché l'attuale organizzazione e conduzione del nostro Paese non lo permettono. Perciò, sono necessari cambi fondamentali più presto possibili negli atteggiamenti di molti individui nel nostro Paese, come anche i cambiamenti fondamentali nella società, ma non del tipo annunciato negli ultimi mesi, anche questa volta da parte dalla comunità internazionale, che ci fanno temere.

6. Con tristezza dobbiamo anche questa volta affermare che la guerra nel nostro Paese non ha smesso, anzi continua ma in modo diverso. Come i credenti, siamo stati e siamo consapevoli che dobbiamo lottare per una pace giusta e duratura. Ma, la pace è più che l’assenza di un conflitto armato o di un ordine da parte del più forte. La pace esige la verità, la sicurezza, il rispetto, la giustizia, il perdono, la riconciliazione, la solidarietà, l’amore. Chiunque viola e nega i diritti degli individui e dei popoli, commette un crimine, tanto più chi si oppone a direttive criminali, merita il massimo riconoscimento e sostegno.

7. In genere è noto il fatto tragico, che ai cattolici, che sono prevalentemente Croati - insieme con molti altri concittadini, appartenenti ad altri popoli, delle minoranze nazionali e delle comunità religiose nel nostro Paese, durante tutti gli anni della guerra e dopoguerra è stata fatta l’ingiustizia grande e irreparabile. Davanti al turbine della distruzione e dei crimini, quasi la metà dell’intera popolazione cattolica è stata costretta ad abbandonare le loro case, le parrocchie e il loro patrimonio dei molti secoli. Le determinate strutture politiche e sociali, ai molti di loro, durante tutti questi anni, non solo che non hanno permesso il ritorno, ma l’hanno ostacolato in diversi modi ed anche oggi lo stanno rendendo impossibile. In molti casi si porta avanti una tale politica, soprattutto economica, con la quale si costringe anche quei cattolici che sono fin’ora riusciti a rimanere nel Paese, a lasciare la propria terra.

È difficile evitare di pensare che l’intenzione di alcuni politici potenti, che hanno gran influenza, sia la sradicazione dei cattolici da vaste aree della loro Patria, in particolare del nord, nord-occidentale e della parte centrale della Bosnia ed Erzegovina. D’altra parte, il fatto indiscutibile è che con queste persone private dei diritti civili – con i profughi sono stati tutto il tempo i loro sacerdoti sostenuti da molte persone di buona volontà, condividendo con loro la loro miseria ed esortandoli di non stancarsi nella fede in Dio e nel proprio impegno a correggere il grande ingiustizia a loro fatta. Ai sacerdoti esprimiamo il nostro riconoscimento ed ai benefattori di nuovo la nostra sincera gratitudine.

8. All’inizio di quest’anno, dopo numerosi e frequenti interventi da parte di noi vescovi e dei rappresentanti della Santa Sede, finalmente esistono segnali che alcune delle strutture statali e politiche, inclusi fattori influenti internazionali, ancora una volta hanno espresso la disponibilità in linea di principio che danno la possibilità ai cattolici profughi, politicamente, giuridicamente e materialmente, il ritorno sostenuto nei loro luoghi e nelle loro parrocchie.

Sosteniamo questa prontezza delle istituzioni nazionali competenti e delle organizzazioni internazionali. Ci aspettiamo che saranno insieme in grado di creare una strategia efficace per il ripristino delle case, delle varie aziende e delle infrastrutture per il ritorno sostenibile di tutti coloro che lo vorranno, così pure per i profughi cattolici, e tale strategia davvero attuarla decisamente. Ciò vale soprattutto per molti comuni in Bosnia centrale, e in particolare nei comuni del Nord e del Nord-Ovest della Bosnia, da cui furono espulsi circa il 95% di tutti i cattolici locali. Ma, siccome non è stato fatto possibile il loro rimpatrio, oggi c’è appena il 5% del numero d’ante guerra. A nome dei rifugiati Croati cattolici, noi vescovi appelliamo ai rappresentanti ufficiali politici attuali del popolo croato in Bosnia ed Erzegovina e al governo della Repubblica di Croazia che finalmente iniziino con decisione ed efficienza a correggere le grandi ingiustizie. Appelliamo anche ai rappresentanti internazionali ed ai rappresentanti di tutte le autorità locali a tutti i livelli, di rendere possibile nello spirito di giustizia, l’uguaglianza nell’assunzione nel lavoro anche a tutti quei cattolici che sono rimasti nonché l’uguaglianza nella possibilità di vivere dal proprio lavoro nella terra d’origine.

Esortiamo tutti voi, membri delle nostre comunità diocesane, alla solidarietà vicendevole ed ad una più intensa vita dalla fede permeata dalla fiducia nella provvidenza di Dio, con la preghiera di ringraziamento e di supplica a Dio tramite l’intercessione della Santissima Madre di Dio e dei nostri celesti Patroni. I veri cristiani non dispereranno, né fuggiranno dalle sfide della vita e dalle difficoltà, ma saranno pieni di speranza cristiana e dello sguardo cristiano anche sulla vita personale e sulle persone intorno a loro, aperti per la carità efficace verso tutti. Se in qualche luogo del mondo, quindi proprio nel nostro Paese, i cristiani hanno una meravigliosa opportunità di mostrare il loro veritiero e autentico volto dei veri fedeli di Cristo. Preghiamo Dio per tutti voi e vi incoraggiamo di essere e rimanere i fedeli credibili e seguaci di Cristo crocifisso e risorto!
